Second Vice-Governor, Banque du Liban
Saad Andary was appointed as the Second Vice-Governor of the Banque du Liban (the Central Bank of Lebanon), on April 1, 2009. He is a member of the Bank’s Central Council, the Higher Banking Commission, and the Open Markets Committee. He chairs the Scientific, Technical, and Ethical Qualifications Committee, and is also “Membre du Conseil de Surveillance de l’Ecole Supérieure des Affaires”. He is responsible for BDL’s Foreign Relations, Statistics and Economic Research, Training, and Services departments, and oversees BDL’s Institute for Finance and Governance.
Mr. Andary held several senior executive positions in the financial sector including, Deputy General Manager (BBAC), General Manager (Kuwaiti Interests for Financial Investments), and Head of Treasury (Arab Bank, Lebanon). He Chaired the Association of Banks’ Human Resources Committee, and was until his last appointment member of the Board of Directors of Capital Insurance & Re-Insurance. Mr. Andary served as Chairman of the International Chambers of Commerce’s Anti-Corruption Commission, Lebanon Chapter. He was instrumental in directing “Lebanon’s Young Entrepreneurs” initiative, which was launched by BDL in 2009 with support from ESA and the civil society.
In the Academic field he served for many years as the Director of the Institute of Money & Banking at the American University of Beirut, and as Associate Professor at the Lebanese American University’s Business School.
Mr. Andary holds a Ph.D. (Econ.) from the University of Aberdeen (U.K.); M.A. (Econ.) from Durham University (U.K.); and B.A. from A.U.B.
